Municipalities cannot charge parking fees at municipally-owned Lake Michigan beach parking lots unless a qualified lifeguard is on duty during swimming hours and public rescue equipment (including at least one ring life buoy) is installed on any pier or public access site

Municipalities with outstanding bonds, notes, leases, or other debt obligations issued before July 1, 2026 that are paid from parking fee revenue are exempt from the lifeguard requirement until those obligations are satisfied

Municipalities are prohibited from pledging or using parking fee revenue to pay any new bonds, leases, or other debt obligations issued after June 30, 2026

Effective date is July 1, 2026; bill was introduced by Senator Bohacek and referred to the Committee on Natural Resources on January 6, 2026
