Creates the new offense of gift card theft (Class A misdemeanor) for knowingly exerting unauthorized control over a gift card or gift card redemption information; elevates to Level 6 felony for repeat offenders

Establishes gift card fraud (Level 6 felony) for creating or possessing counterfeit gift cards, placing counterfeit cards in retail locations, or tampering with gift cards or their redemption information; elevates to Level 5 felony for repeat offenders

Defines "gift card" as any card, code, or object issued on a prepaid basis for a specified amount and redeemable for goods or services, whether activated or inactive

Defines "gift card redemption information" as digital data on a card's magnetic strip/chip or unique information allowing access to or transfer of funds
