Modifies the IHSAA case review panel composition by replacing two high school principals and two athletic directors with four school administrators, effective July 1, 2026.

Requires the Secretary of Education to report to the General Assembly by December 1, 2026, on school corporation paid leave policies for birth, adoption, foster care placement, and stillbirth events, with recommendations.

Raises the threshold for mandatory literacy interventions from 70% to 75% average passing rate on the state reading assessment over three consecutive years, triggering requirements for science-of-reading curriculum, instructional coaches, and approved screeners.

Requires the Commission for Higher Education to evaluate current and alternative accrediting agencies for state educational institutions and report recommendations by December 1, 2026.

State educational institutions must seek commission approval to continue degree programs with low graduation numbers or those meeting federal "low earning outcome" definitions under the Higher Education Act.
