Exempts communications service providers from underground facility excavation notification requirements when using hand tools to dig no more than 12 inches deep to connect customers to their network

Exempts excavation performed using only a directed stream of high pressure air from underground facility protection laws

Exempts hydrovac excavation (injecting water into soil and removing the soil-water mixture with a vacuum) from underground facility protection laws

Amends IC 8-1-26-1, which governs demolitions and excavations near underground facilities

Effective July 1, 2026
