Criminalizes the knowing or intentional manufacture, sale, possession, use, or operation of motor vehicle key programming devices (including key fob emulators and relay attack devices) as a Class A misdemeanor

Defines "motor vehicle key programming device" as any computer program, device, application, or software designed to intercept communications with or electronically emulate a motor vehicle key

Exempts law enforcement officers acting within their official duties from the prohibition

Exempts employees of authorized automotive businesses including new/used motor vehicle dealers, distributors, manufacturers, recreational vehicle dealers/distributors/manufacturers, and locksmiths acting within their job duties

Effective date: July 1, 2026
