Adopts the "Compact for a Safe and Equal Convention of States" to establish binding rules for any Article V constitutional convention called by Congress upon applications from 2/3 of states

Requires all voting at such conventions to be conducted on a one-state, one-vote basis, reflecting equal state sovereignty

Prohibits conventions from considering any proposed constitutional amendments outside the specific topics enumerated in the 2/3 of state applications that triggered the convention call

Compact enters into force when 26 states adopt it; member states may withdraw with 12 months' notice, but cannot withdraw after the 34th state application for a convention on the same topic

Delegates must sign an oath acknowledging they are subject to immediate removal by the legislature if they violate compact rules, and any unauthorized delegate actions are void
