Merges the Division of Aging into the Division of Disability, Aging, and Rehabilitative Services, consolidating aging services administration and repealing IC 12-9.1 and IC 12-10.5

Establishes new programs within the Bureau of Better Aging including a dementia strategic plan (IC 12-10-20), the Yellow Dot motor vehicle medical information program for emergency responders (IC 12-10-21), a caretaker support program for those caring for adults with special needs (IC 12-10-22), and continuum of care standards (IC 12-10-23)

Expands the definition of "Indiana first responder" to include employees, members, and volunteers of 9-8-8 crisis response centers and mobile crisis teams certified by the Division of Mental Health and Addiction

Extends the micro child care facility pilot program expiration date from December 31, 2026, to December 31, 2027, and allows home health agencies licensed under IC 16-27-1 to continue Medicaid reimbursement while Medicare enrollment applications are pending

Authorizes the Division of Mental Health and Addiction to establish certification requirements and standards for certified community behavioral health clinics, recovery community organizations, recovery residences, and certified peers
