State providers of workforce programs must add two new metrics to annual reports: the number of participants who enrolled in another workforce program after completion, and the average wage increase after program completion

By November 1, 2026, state providers must develop a plan to collect post-completion outcome data from participants and submit that plan to the legislative council

Participants must be allowed to provide outcome information anonymously

Annual reports are due by October 1 each year and must be submitted to the governor, legislative council, and department in electronic format

Effective upon passage; the planning requirement expires January 1, 2027
