Updates boating accident reporting thresholds from $750 to $2,000 (or federal BARD amount) and off-road vehicle accident thresholds from $750 to $2,500; adds wakeboards and barefoot water skis to towing safety requirements

Expands landowner liability protections for recreational users on premises, clarifying that owners are not liable for injuries caused by conditions on land or acts of other users, except for business invitees in for-profit establishments and cases involving the attractive nuisance doctrine
