Authorizes the Indiana Department of Administration to implement category management for state agency purchasing and contracting, effective July 1, 2026

Requires the department to establish an independent verification and validation oversight program by June 30, 2026 to review and assess contracts between state agencies and contractors

Mandates all state agencies submit annual procurement and purchasing plans beginning July 1, 2026, including anticipated solicitations and strategies for expiring contracts

Exempts Indiana Department of Transportation contracts for highway, street, road, or bridge construction, repair, or maintenance from certain quote-based purchasing requirements ($50,000-$150,000 range)

Removes the War Memorials Commission's authority to make certain contracts and repeals specific contracting procedures that required newspaper publication and performance bonds for purchases over $10,000
