Amends terminology from "overlay district plan" to "land use and zoning plan" for the Midwest continental divide district, effective July 1, 2026

Requires both an eligible county and an eligible city to jointly adopt an ordinance establishing the commission, rather than county alone

Establishes that zoning changes or variances within one-half mile of a commission-approved trail project that are inconsistent with the land use and zoning plan shall be considered consistent with the plan upon commission approval

Requires the commission to notify the state budget agency in writing promptly after establishment

District designation criteria include enhancing quality of life, preserving natural resources, developing trail projects, boosting tourism, and enhancing state parks and nature preserves
