Applies to cities with populations between 69,000 and 69,500, authorizing them to hire an appraiser to conduct annual appraisals of 10 residential properties and 10 commercial properties (minimum 5 acres each) throughout the city to assist with disposing of city-owned real property.

Requires cities to post annually on their website the average value per square foot for residential properties and average value per acre for commercial properties based on the appraisals.

Allows cities to use these average values to establish minimum offering prices when selling city-owned residential and commercial properties.

Prohibits city employees, appointed officers, and elected officers from purchasing any property appraised under this program.

Effective July 1, 2026, with a sunset date of December 31, 2029.
