Defines "intelligent speed assistance device" as an aftermarket GPS-based device that limits a motor vehicle's speed to the posted speed limit of the area being traveled, while allowing reasonable accelerations above the limit for safety reasons

Authorizes courts to require installation of intelligent speed assistance devices for persons convicted of crimes involving motor vehicle operation, either as a condition of probation, specialized driving privileges, or bail

Creates a Class B misdemeanor for tampering with or soliciting someone to tamper with an intelligent speed assistance device to circumvent, disable, or render it inaccurate

Requires the Bureau of Motor Vehicles to notify individuals subject to court orders, approve device vendors, and submit annual reports to the legislative council on the number of devices approved, installed, and rejected

Places all costs for installation, leasing, maintenance, and removal of devices on the person subject to the court order, unless the court determines they are indigent; effective July 1, 2026
