Allows existing public schools to be converted into charter schools if the governing body votes to convert and submits a proposal to an authorizer, with the school corporation or a nonprofit established by it serving as the organizer

Permits charter schools to enter into innovation network agreements with multiple school corporations, receiving 100% of state tuition support for students residing in each participating district's boundaries with administrative fees capped at 1%

Requires schools to notify parents within 15 days when a student in grades K-8 is identified as at risk of not achieving grade level proficiency in mathematics, including information about interventions and home resources

Shortens response deadlines for school building closure petitions from 60 to 30 days, extends the timeframe for charter schools to begin using acquired buildings from 2 to 3 years, and adds liquidated damages of $10,000 per day if school corporations fail to complete building transfers within 30 days
