Committing a criminal offense against multiple victims counts as separate offenses for each victim, and courts may impose sentences consecutively for crimes against different victims even during the same episode of criminal conduct

Makes sentences nonsuspendible for crimes of violence and for any felony when the defendant has a prior felony conviction, limiting judges' ability to suspend sentences below minimum terms

Increases penalties for reckless homicide, involuntary manslaughter, and reckless supervision resulting in death from Level 5 to Level 4 felonies; increases invasion of privacy to Level 6 felony when committed while facing domestic battery charges

Establishes a public prosecution fund with a new $40 prosecuting attorney compensation fee on court actions, allowing counties to seek state reimbursement for deputy prosecutor salaries and benefits unless their prosecutor is deemed noncompliant

Requires the Department of Correction to transport sentenced offenders from Marion County adult detention center to state correctional facilities at least weekly, and caps educational credit for participating in individualized case management plans at six months
