Prohibits Indiana state and local governments from entering technology contracts (information systems, surveillance, LIDAR, AI) with companies owned or controlled by foreign adversaries (China, Russia, North Korea, Iran) effective July 1, 2026 for new contracts and July 1, 2027 for renewals.

Requires agents of hostile foreign governments and foreign-supported political organizations to register with the Indiana Attorney General, pay $500 initial registration fees, and disclose political activities; violations carry civil penalties up to $10,000.

Bans citizens and entities from designated foreign adversaries from acquiring real property, mineral rights, or water rights in Indiana after June 30, 2026, with violations enforced through receivership proceedings and forfeiture of sale proceeds.

Requires state universities to conduct foreign influence security reviews on students from foreign adversary nations before admitting them to sensitive programs (engineering, computer science, AI, microbiology, virology) beginning August 15, 2026.

Authorizes the governor to designate affiliates of foreign terrorist organizations, which then lose eligibility for state funds, contracts, tax benefits, and employment with state-funded entities.
