Creates two new severity level 1 person felonies: "unlawful performance of an abortion" (knowingly performing an abortion at any gestational age) and "unlawful destruction of a fertilized embryo" (destroying fertilized embryos during artificial insemination)

Defines "unborn child" as beginning at fertilization and extends equal protection under Kansas law to unborn children at every stage of development from fertilization to birth

Provides exceptions only for procedures intended to save the life or preserve the health of an unborn child, or to remove a dead unborn child following spontaneous miscarriage, stillbirth, or ectopic pregnancy

Declares any federal statute, regulation, treaty, order, or court decision purporting to override the act as void, and subjects Kansas judges who enjoin or stay provisions of the act to impeachment

Removes sales and use tax exemptions for abortion providers, excludes abortion-related expenditures from research and development tax credits, and repeals numerous existing Kansas statutes regulating abortion procedures
