Eliminates the authority of Kansas cities to apply subdivision regulations to land located outside city limits, removing the previous 3-mile extraterritorial zone

Amends K.S.A. 12-749 to restrict city planning commission jurisdiction to land located only within the city boundaries

Repeals K.S.A. 12-715b, 12-715c, and 12-715d, which provided the statutory framework for extraterritorial planning and zoning authority

County planning commissions retain authority to establish subdivision regulations for unincorporated areas of the county

Takes effect upon publication in the statute book
