Electric utilities seeking siting permits for transmission lines with costs recovered through a regional transmission organization must demonstrate the project was placed for competitive bid among qualified bidders with an open and fair process

Applications must disclose whether the utility submitted the lowest reasonable bid for the transmission line project

Kansas Corporation Commission cannot issue a permit for transmission lines with regionally-recovered costs unless it first orders that competitive bidding requirements were satisfied and the lowest reasonable bid was selected
