Establishes the Kansas Real Time Motor Vehicle Insurance Verification Act, requiring the Insurance Commissioner to create a web-based system for verifying motor vehicle liability insurance by July 1, 2026, following a minimum 9-month testing period

Requires all property and casualty insurers licensed in Kansas to cooperate with the system and provide policy status information, with exemptions for commercial vehicle coverage and vehicles insured under 1,000 policies (alternative verification allowed)

Funds the system through the Insurance Department Regulation Service Fund and allows the commissioner to contract with private vendors who have implemented similar systems in other states

Protects all data in the verification system as confidential and privileged, exempt from open records requests and inadmissible in private civil actions

Prohibits law enforcement from using insurance verification system compliance as the primary cause for stopping a vehicle
