Amends K.S.A. 46-237 to allow legislators to accept reimbursement for travel, subsistence, hospitality, entertainment, and other expenses from nonprofit, nonpartisan organizations that do not engage in lobbying in Kansas, removing the previous requirement that such organizations serve all state legislatures nationally.

Modifies K.S.A. 46-237a to clarify that executive branch officials may accept free or discounted tickets to entertainment, sporting events, or recreational activities if not provided due to official position or if attendance serves a legitimate state purpose.

Applies ethics restrictions to the governor, lieutenant governor, governor's spouse, all executive branch officers and employees, and members of state boards, commissions, and authorities.

Maintains existing gift thresholds: $40 aggregate annual limit for gifts, economic opportunities, and services; $100 limit for recreational hospitality from special interest persons.

Civil penalties for violations range from up to $5,000 for first offense, $10,000 for second, and $15,000 for third and subsequent violations, with fines deposited to the governmental ethics fee fund.
