Expands the definition of "critical infrastructure facility" for telecommunications and video services to explicitly include aboveground and belowground lines, cables, and wires, plus antennas, radio transceivers, towers, wireless support structures, small cell facilities, and related equipment buildings and storage structures.

Trespassing on a critical infrastructure facility without owner consent is a class A nonperson misdemeanor; aggravated trespassing (with intent to damage or impede operations) is a severity level 7 nonperson felony.

Criminal damage to a critical infrastructure facility is a severity level 6 nonperson felony; aggravated criminal damage (with intent to impede operations) is a severity level 5 nonperson felony.

Amends K.S.A. 21-5818 and takes effect upon publication in the statute book.
