Establishes four new state funds: the State Conservation Fund, Working Lands Conservation Fund (50% allocation), Wildlife Conservation Fund (25% allocation), and Kansas Outdoors Fund (25% allocation), with annual transfers of $16 million from state gaming revenues beginning June 25, 2026

Working Lands Conservation Fund administered by Kansas Department of Agriculture supports grants for irrigation efficiency, soil health, grazing management, native grassland restoration, and water quality improvements on farming and ranching lands

Wildlife Conservation Fund administered by Kansas Department of Wildlife and Parks funds habitat establishment, walk-in hunting access expansion, wildlife management areas, threatened species restoration, and fisheries improvements

Kansas Outdoors Fund supports grants for recreational access including trails, camping, boating facilities, park improvements, and outdoor education programs administered by the Parks Division

All four funds expire July 1, 2031; grants prioritize applications that leverage federal or private matching funds, and each administering agency may use up to 2% of annual transfers for administration with annual reports required to the governor and legislature
