Kansas would appoint 12 delegates and 12 alternate delegates to any Article V constitutional convention, with appointments distributed among legislative leadership from both parties and all delegates required to be current members of the Kansas legislature.

Delegates must take an oath to support the U.S. and Kansas constitutions and follow legislative instructions; only the delegation chairperson may cast votes, which require prior approval by a majority of delegates.

Voting for or considering any "unauthorized amendment" outside the scope of the convention call is prohibited, and any such votes cast by the delegation are automatically void.

Delegates who vote in favor of an unauthorized amendment commit a severity level 6 nonperson felony and face immediate recall; the Legislative Coordinating Council reviews allegations and may recommend prosecution to the attorney general.

The revisor of statutes serves as legal counsel for delegates, while the chief clerk and senate secretary attend to prepare daily reports submitted to all legislators throughout the convention.
