Qualifying schools must receive federal Title I funds and offer instruction in grades 5-12; school districts must apply to participate and will be reimbursed for actual product and dispenser costs

Grant funds allocated pro rata based on the number of female students enrolled in grades 5-12 at each qualifying school, with the Kansas Department of Education certifying available funds by September 1 each year

Participating schools must make products freely available in women's restrooms used by students in grades 5-12 and through a designated female counselor, nurse, or teacher

Creates the Feminine Hygiene Product Grant Fund in the state treasury, with $200,000 transferred annually beginning July 1, 2026; unexpended funds carry over to subsequent years
