Enacts the Cosmetologist Licensure Compact allowing licensed cosmetologists to practice across member states through a multistate license issued by their home state, with the compact taking effect when seven states adopt it

Establishes the Cosmetology Licensure Compact Commission as a joint governmental agency to administer the compact, create rules, maintain a data system for licensure information and adverse actions, and assess fees on member states and licensees

Enacts the Physician Assistant (PA) Licensure Compact granting PAs with qualifying licenses the ability to obtain "compact privileges" to practice in other participating states without obtaining separate licenses, effective when seven states join

Requires participating states to implement criminal background checks, share adverse action information through a coordinated data system, and maintain mechanisms for investigating complaints against licensees

Supports military families by allowing active duty personnel and their spouses to maintain their home state designation during service assignments and obtain compact privileges based on an unrestricted license in good standing
