Authorizes the sale of electronic cigarettes through cigarette vending machines in Kansas, expanding vending machine sales beyond traditional cigarettes

Permits e-cigarette vending machines to also sell vaporizer devices, cartridges/pods containing nicotine liquid solution, and batteries with charging devices

Requires vending machine distributors to report monthly sales of both cigarette and electronic cigarette vending machines to the director of taxation

Maintains existing restrictions on vending machine placement: machines must be in areas inaccessible to minors, behind counters, or in commercial/industrial buildings not open to the public

Amends K.S.A. 79-3301, 79-3303, 79-3399, and 79-3321 to add electronic cigarettes to existing definitions for wholesale dealers, vending machine operators, and licensing requirements
