Creates a new pump installation contractor license requiring applicants to demonstrate familiarity with Kansas water laws, pump installation and repair knowledge, and at least one year of experience working under a licensed pump installation contractor

Adds new qualifications for water well contractor license applicants, including knowledge of current drilling methods (cable-tool, mud-rotary, sonic, etc.) and a minimum of two years of experience working under a licensed water well contractor

Requires pump installation contractors to submit records to the secretary within 30 days of each pump installation, including landowner information, well location with GPS coordinates, pump specifications (horsepower, voltage, capacity), and intended water use

Expands water well record requirements to include 19 data points such as gravel pack details, grout depth, casing specifications, screen information, and water quality analysis conducted by a Kansas-certified laboratory within 60 days of completion

Changes license terms from annual to biennial (July 1 of even-numbered years through June 30 of the following even-numbered year) and redirects all penalty fines from the state general fund to the water program fund
