Prohibits any person from accepting contributions or expenditures from foreign nationals for activities promoting or opposing Kansas constitutional amendments

Requires persons accepting contributions for constitutional amendment campaigns to certify they have not knowingly accepted foreign national funds, and requires donors to certify they are not foreign nationals and have not received more than $100,000 from foreign nationals in the preceding four years

Defines "foreign national" to include non-citizens/non-permanent residents, foreign governments, foreign political parties, foreign-organized entities, and U.S. entities majority-owned by foreign nationals (with limited exceptions for U.S.-generated funds with U.S. citizen decision-makers)

Authorizes the attorney general to prosecute violations, with civil penalties up to twice the amount of the prohibited contribution or expenditure, plus injunctive relief

Requires independent expenditure makers to certify within 48 hours of spending that they have not received more than $100,000 in aggregate from foreign nationals in the preceding four years
