Establishes a 7-member advisory commission on Asian-American Pacific Islander affairs within the governor's office, with appointments by the governor (3), senate president (1), senate minority leader (1), house speaker (1), and house minority leader (1)

Members serve 3-year terms with initial appointments due by July 15, 2025; no more than 4 members may belong to the same political party, and each Kansas congressional district must have at least one resident representative

Commission must meet at least 4 times annually and is authorized to gather information, conduct hearings and studies, coordinate with state agencies, and propose new programs concerning Asian-American Pacific Islander communities

Focus areas include culture, education, employment, health, housing, welfare, and recreation; commission may accept private contributions and federal funds to support its work

Commission may appoint an executive director (subject to governor approval) and technical advisors to carry out administrative duties and work with local organizations
