Creates two financial assistance programs for attorneys practicing in rural Kansas counties (all counties except Douglas, Johnson, Sedgwick, Shawnee, and Wyandotte): a law student loan program offering up to $30,000 per year for up to three years, and a loan repayment program for practicing attorneys offering up to $20,000 per year with a $100,000 lifetime cap

Requires law students receiving loans to complete their degree, fulfill externship and mentoring requirements with a rural attorney, and practice full-time in a rural community for 12 continuous months per year of loan received; loans are forgiven upon completion of these obligations

Establishes a seven-member advisory committee appointed by the Kansas Supreme Court Chief Justice, including three rural attorneys, two rural non-attorney residents, and one representative each from Washburn University and University of Kansas law schools

Creates the attorney training program for rural Kansas fund in the state treasury to finance both programs, administered by the judicial administrator with all expenditures subject to legislative appropriations

Mandates annual reporting to legislative judiciary committees on program participation, funding allocation, and outcomes
