Establishes the Every Mom Matters Program within the Kansas Department of Health and Environment to provide pregnant women and new parents with pregnancy-related information, adoption resources, healthcare assistance, parenting education, job training referrals, and support for abuse or trafficking victims

Requires the state treasurer to contract with nonprofit organizations to deliver services via phone, video, or in-person; abortion providers and their affiliates are explicitly prohibited from serving as contractors

Limits program eligibility to Kansas residents who are biological parents of an unborn child, adoptive parents of children under one year, or minor parents expecting a child; services continue for two years after live birth, six months after miscarriage/stillbirth, or 15 days after abortion

Creates the Every Mom Matters Program Fund in the state treasury to fund contractor services, marketing, and administrative costs, with quarterly reconciliation of expenses

Protects contractors' First Amendment rights and conscientious objections, prohibiting the state from requiring contractors to waive religious freedom or take actions against their beliefs as a condition of participation
