Creates three new distinctive license plates effective January 1, 2026: FFA, Route 66 Association of Kansas, and Blackout plates, available for passenger vehicles and trucks under 20,000 pounds gross weight

FFA and Route 66 plates require annual logo royalty payments of $25-$100 set by each organization; Blackout plates require a $50 annual fee deposited into a new License Plate Replacement Fund for future plate replacements

Reduces personalized license plates from two to one per vehicle, eliminating the option to display a second personalized plate on the front of the vehicle

Removes the 60-day advance application requirement for personalized and military veteran license plates, allowing applications at any time

Expands acceptable military veteran documentation to include DD214, NGB Form 22, or equivalent discharge documents showing honorable or general discharge under honorable conditions, and updates registration decals to show only expiration information rather than county designation letters
