Prohibits any person from lobbying or receiving compensation for lobbying activities on behalf of designated foreign adversaries, their political parties, or foreign adversary clients

Defines foreign adversaries as China, Russia, Iran, North Korea, Cuba, the Maduro regime in Venezuela, and Syria, including their government agencies, controlled entities, and persons organized under their laws

Foreign adversary clients include current or former officials, executives, their immediate family members, and entities formed for their benefit

Authorizes the Kansas Attorney General to bring civil actions with escalating penalties: up to $25,000 for first violation, $100,000 for second, and $150,000 for third and subsequent violations

Requires violators to pay attorney fees and costs, with all collected fines deposited into the state general fund
