Ignition interlock device manufacturers must pay a one-time $10 fee per device installed in Kansas starting July 1, 2025, plus $5 monthly for each device in use, remitted monthly to the highway patrol.

Creates the IID fee program fund in the state treasury, administered by the superintendent of the highway patrol, dedicated solely to funding administration, oversight, and monitoring of the ignition interlock program.

Monthly fees are waived for devices used by individuals eligible for reduced program costs based on income at or below 150% of the federal poverty level or enrollment in food assistance, child care subsidy, cash assistance, or low income energy assistance programs.

Eligible low-income participants pay only 50% of program costs, with manufacturers required to adjust their charges accordingly.

Removes the March 1, 2023 deadline for the secretary of revenue to adopt rules and regulations for the reduced-cost program.
