Authorizes the Kansas governor to grant federal requests to establish concurrent jurisdiction over U.S.-owned military lands within Kansas

Requires federal requests to include a written offer specifying the subject matter, metes and bounds description of the land boundary, and whether future contiguous land expansions are included

Governor must accept offers in writing and record the acceptance, offer, and boundary description with the secretary of state for publication in the Kansas Register

Preserves Kansas's existing rights to serve civil or criminal process on federal lands and to tax railroad, bridge, or other corporate property and franchises within those boundaries

Permits state and local agencies to enter reciprocal agreements with federal agencies to coordinate responsibilities related to concurrent jurisdiction
