Rural emergency hospitals may receive physical environment waivers from the Secretary for Aging and Disability Services to convert up to 10 swing beds to skilled nursing facility beds, provided they were previously licensed as hospitals and operated skilled nursing or swing bed services for at least 12 months without immediate jeopardy findings

Establishes the South Central Regional Mental Health Hospital as a new state hospital in Wichita, Kansas, serving Sedgwick County and surrounding areas including Butler, Cowley, Harvey, and Sumner counties to expand mental health bed access in south-central Kansas

Creates the South Central Regional Mental Health Hospital Fee Fund in the state treasury to receive and manage operational revenues from patient charges

Authorizes the Secretary for Aging and Disability Services to establish an extension to the State Security Hospital at the new facility for holding, examining, treating, and caring for mentally ill persons committed by courts or transferred from correctional institutions

Amends approximately 25 existing Kansas statutes to incorporate references to the new South Central Regional Mental Health Hospital and removes references to the closed Rainbow Mental Health Facility
