Kansas would join the National Popular Vote Interstate Compact, requiring the state's presidential electors to vote for the candidate who wins the national popular vote rather than the state popular vote winner

The compact only takes effect when states collectively holding a majority of electoral votes (270+) have enacted it, with July 20 of an election year as the determination date

Member states must finalize their popular vote counts at least 6 days before the Electoral College meets and communicate results to other member states within 24 hours

States may withdraw from the compact, but withdrawals within 6 months of a presidential term ending would not take effect until the next president is inaugurated

Amends K.S.A. 25-802 and 25-804 to align Kansas election law with compact requirements for certifying and appointing presidential electors
