Expands the definition of "veteran" and "disabled veteran" across 12 Kansas statutes to explicitly include groups and individuals listed under 38 C.F.R. § 3.7, a federal regulation recognizing certain service members not on active duty (such as merchant marines, certain WWII-era groups, and others)

Applies the expanded definitions to programs including driver's license veteran designation, 1st Infantry Division license plates, non-driver ID cards, hunting/fishing licenses for disabled veterans, in-state tuition eligibility, consumer protection, and employment preferences

Updates terminology from "Kansas commission on veterans affairs office" to "office of veterans services" throughout affected statutes

Changes a technical reference from "code of federal register" to "code of federal regulations" in the bill's title language

Takes effect upon publication in the statute book
