Transfers appointment authority for seven general public seats on the Kansas State Fair Board from the governor to legislative leadership, including the speaker of the house, majority and minority leaders of both chambers, and the president of the senate

Requires at least one board member appointed from the general public to be a resident of Reno county (where the Kansas State Fair is located in Hutchinson)

Establishes staggered initial terms: governor appointees serve one year, house leadership appointees serve two years, and senate leadership appointees serve three years, with all subsequent terms being three years

Maintains existing board composition of 13 members including the secretaries of agriculture and commerce, K-State extension director, and nominees from the Kansas Chamber of Commerce, travel industry association, and Kansas fairs association

Amends K.S.A. 2024 Supp. 74-520a and takes effect upon publication in the statute book
