Requires motor vehicle manufacturers to provide diagnostic repair tools, parts, software, and mechanical data to vehicle owners and independent repair facilities at comparable costs and terms offered to authorized dealers

Establishes a five-member Motor Vehicle Repairs Board under the Attorney General to manage secure data access, adopt standards, and investigate violations

Mandates manufacturers install an interoperable, standardized access platform on vehicles with telematics systems by January 1, 2027, allowing owners to authorize data sharing via mobile app

Applies to all motor vehicles including commercial vehicles over 10,000 pounds gross weight, but excludes farm tractors, trailers, and implements of husbandry

Allows civil penalties of $3,000 per violation or $10,000 (whichever is greater) for denying access to mechanical data; takes effect January 1, 2026
