Digital credentials are supplemental to physical licenses/IDs and require applicants to first hold a valid physical card; digital versions cannot be used for operating motor vehicles or voting purposes

Strict privacy protections prohibit contractors from using, sharing, or selling holder information, require data deletion within 30 days of contract termination, and ban retention of geolocation data or IP addresses except for authentication

Holders cannot be required to surrender their electronic device for identity verification, and showing a digital ID does not constitute consent to search or access other device information

Manufacturing a false digital license/ID is a class B nonperson misdemeanor; possessing a false digital license/ID is a severity level 9 nonperson felony; violations of scanning/data sharing rules carry civil penalties up to $5,000 per violation
