Amends K.S.A. 74-7333 to change victims' rights language from permissive ("should") to mandatory ("shall"), strengthening requirements for courteous treatment, prompt redress, information about proceedings, safety measures, and training for criminal justice personnel

Explicitly prohibits failures to provide victims' rights, services, or required notifications from being used as grounds for appealing a criminal conviction or sentence

Prevents courts from reversing or modifying convictions or sentences based on violations of victims' rights provisions

Maintains existing protections barring civil lawsuits against the state, counties, municipalities, or their employees for failing to enforce victims' rights

Takes effect upon publication in the Kansas statute book
