Establishes a 13-member Kansas-Ireland trade commission including 6 legislators, 6 members appointed by the governor and legislative leaders representing education, Irish-American community, and business interests, plus the secretary of commerce or designee

Commission purpose is to promote bilateral trade and investment, business and academic exchanges, joint policy action, mutual infrastructure investment, and other economic opportunities between Kansas and Ireland

Requires quarterly meetings in Topeka with rotating chairperson between House and Senate commerce committee chairs every two years; members receive compensation and expense reimbursement per K.S.A. 75-3223

Creates the Kansas-Ireland trade commission fund in the state treasury to receive private donations, gifts, grants, and bequests; expenditures require majority vote of the commission

Commission must submit annual reports to the governor and legislature by February 1 detailing findings, activities, results, and recommendations including proposed legislation
