Establishes the Kansas sports tourism grant program administered by the Secretary of Commerce to provide $1-for-$1 matching grants to tourism and sports-related organizations for hosting sporting events that generate out-of-state visitor spending

Grants are awarded as pledges conditioned on post-event analysis, with maximum awards capped at 12.5% of state sales tax generated from the local jurisdiction during the event period; grant amounts range from $2,031 to $138,125 based on economic impact ($125,000 to $8.5 million) and hotel nights (250 to 7,500)

Requires at least $250,000 be reserved for events in counties other than Sedgwick, Wyandotte, and Johnson; excludes major professional leagues (NBA, NFL, MLB, NHL, MLS), international events, high school activities association events, and college/university events

Creates the Kansas sports tourism program grant fund with $1,500,000 transferred from the state economic development initiatives fund (or state general fund if unavailable) on July 1, 2025, and replenished annually to maintain $1.5 million balance

Program expires June 30, 2030, with annual reporting requirements to the legislature on grants awarded, economic impact, hotel nights booked, and sales tax generated by county
