Abolishes the existing nursing service scholarship program and replaces it with the Kansas healthcare service scholarship program, expanding eligibility from nursing students only to 30 healthcare professions including physician assistants, pharmacists, social workers, physical therapists, paramedics, and medical assistants

Adds part-time students (enrolled in 6+ credit hours per semester) to the list of eligible scholarship participants, previously limited to full-time students only

Expands eligible programs to include two-year associate degrees, career/technical certificates, baccalaureate degrees, and graduate degrees related to clinical or non-clinical healthcare occupations

Requires scholarship recipients to complete their program, obtain appropriate licensure within six months, and practice full-time (or equivalent part-time) in Kansas for a period equal to the length of their scholarship-funded instruction

Recipients who fail to meet obligations must repay all scholarship funds plus 5% annual interest, with postponement allowed for military service, disability, FMLA leave, or pursuit of higher healthcare degrees
