Establishes the South Central Regional Mental Health Hospital as a new state hospital in Wichita, Kansas, serving Sedgwick, Butler, Cowley, Harvey, and Sumner counties to expand mental health bed access in south-central Kansas

Creates the South Central Regional Mental Health Hospital Fee Fund in the state treasury to be administered by the Kansas Department for Aging and Disability Services

Authorizes the Secretary for Aging and Disability Services to establish an extension to the state security hospital at the new facility for holding, examining, treating, and caring for mentally ill persons committed by courts or transferred from correctional institutions

Amends over 20 existing Kansas statutes to add references to the new hospital alongside existing state psychiatric hospitals (Larned State Hospital and Osawatomie State Hospital) and removes references to the now-closed Rainbow Mental Health Facility

Defines a new catchment area for the South Central Regional Mental Health Hospital and removes Sedgwick, Butler, Cowley, Harvey, and Sumner counties from the Osawatomie and Larned catchment areas
