Transfers licensing authority for on-premise and off-premise cereal malt beverage (CMB) retailers from cities and counties to the Alcoholic Beverage Control Division of the Kansas Department of Revenue

Increases the state license fee from $25 to $50 for on-premise and off-premise CMB retailer licenses

Allows cities and counties to optionally require an additional local license with fees between $25 and $200, but removes the previous mandatory local licensing requirement

Establishes that license suspension and revocation proceedings must follow the Kansas Administrative Procedure Act, replacing the previous system where local governing bodies held hearings with appeals to district court

Grants cities and counties the right to request the director hold hearings on license revocation or suspension, and to present testimony and evidence at such hearings
