Amends K.S.A. 38-2001 to update income eligibility for Kansas's Children's Health Insurance Program (CHIP), changing the threshold from 250% of the 2008 federal poverty guidelines to 250% of current federal poverty guidelines

Removes the 8-month waiting period requirement for newly enrolled participants with family income over 200% of the federal poverty level who previously had private health insurance coverage

Eliminates the provision that allowed children to lose coverage and regain eligibility by paying delinquent premiums during the continuous eligibility period

Maintains existing program requirements including 12-month continuous eligibility, presumptive eligibility for children, and benefit levels equal to the early and periodic screening, diagnosis and treatment program

Covers Kansas children ages 0 to 19 through a capitated managed care plan, subject to appropriations and state/federal funding availability
