Creates the Adult Use Cannabis Regulation Act establishing a licensing and regulatory framework for recreational cannabis in Kansas, with nine license categories including cultivation facilities, retailers, manufacturers, testing facilities, transporters, and hospitality businesses

Imposes a 15% tax on gross receipts from cannabis sales by licensed retailers and hospitality businesses, with revenue deposited into the state general fund, and requires the Division of Alcoholic Beverage Control to regulate and enforce the industry

Limits cannabis sales to adults 21 and older, with retailers restricted to selling no more than one ounce of cannabis or equivalent per transaction, and prohibits licensed premises within 1,000 feet of schools, treatment facilities, or childcare facilities

Establishes criminal exemptions for licensed cannabis businesses from controlled substance laws, protects financial institutions serving licensed businesses from state criminal liability, and creates a seed-to-sale electronic tracking system

Requires all cannabis business applicants and employees to undergo fingerprint-based criminal background checks, with felony convictions within three years disqualifying applicants, and the act expires July 1, 2035
